I just joined, I’ve cut quite a large amount of quartz. My recommendation would be 14000 diamond on a copper lap for pre-polish, then Cerium Oxide on a plastic lap. Sometimes the cheapest option can be the best one.

It sounds like your pre-polish is good, so the issue might be lap charge or pressure—try using a lighter touch and make sure the Batt is only lightly charged with the 8k PCD. Spotted polish and haze can also come from too much speed or slight contamination, so slow things down and refresh the lap if needed. And yeah, some quartz can be stubborn—sometimes a switch to cerium on a different lap helps clean up those last bits.
